The idea behind this publication is that all contributors provided the editor with a list of what he or she considers to be 40 fun to draw things.  The editor then compiled a list of the most popular items.  Each contributor then had to draw all 30 of the most popular items, plus an additional 10 chosen from among the lesser voted-on items.
